Elda Brogi – EUI Part-time Professor, è il coordinatore scientifico del Centro per il Pluralismo e la Libertá dei Media (CMPF: cmpf.eui.eu) del Robert Schuman Centre for Advanced Studies, European University Institute, Fiesole. È laureata in Giurisprudenza presso l’Università di Firenze ed ha ottenuto nel 2003 il titolo di dottore di ricerca presso l’Università La Sapienza di Roma (Diritto Costituzionale e diritto pubblico generale). Ha insegnato Diritto dell’informazione all’Università di Macerata. Ha lavorato come ricercatore post-doc presso il MICC (Media Integration and Communication Centre, Unifi), come consulente al Parlamento italiano ed europeo. Ha partecipato a numerosi progetti di ricerca italiani ed europei. Per l’Università di Firenze (MICC) ha coordinato il progetto europeo Support to the reform of Serbian Media Legislation towards EU standards and strengthening of legal and technical skills of media professionals”. Ha partecipato al progetto Mediadem (European Media Policies Revisited: Valuing & Reclaiming Free and Independent Media in Contemporary Democratic Systems) come membro dell’ unitá di ricerca del Law Department dell’ EUI. Nel biennio 2014-2015 è stata membro del comitato MSI-JO (Committee of experts on protection of journalism and safety of journalists) del Consiglio d’Europa, Starsburgo. E' stata membro del Comitato di esperti del Consiglio d' Europa su pluralismo e trasparenza della proprieta' dei media (2016-2017). Membro dell' Advisory council for the 2017 “World Trends in Freedom of Expression and Media Development” Report, UNESCO (http://unesdoc.unesco.org/images/0026/002610/261065e.pdf). Ad oggi è membro del MSI-REF (Committee of Experts on Media Environment and Reform) presso il Consiglio d' Europa e relatrice del progetto di raccomandazione del Comitato dei Ministri del Consiglio d' Europa "on election communication and media coverage of electoral campaigns" (https://rm.coe.int/msi-ref-bil-list-members-final/16809cbd21).
E' membro del comitato esecutivo dell'European Digital Media Observatory (EDMO) e responsabile dell'attivitá di analisi e ricerca su azioni e politiche europee e nazionali per limitare la diffusione della disinformazione.

Elda Brogi, EUI Part-time Professor, is the Scientific Coordinator of the Centre for Media Pluralism and Media Freedom (CMPF) at the Robert Schuman Centre for Advanced Studies (EUI). Her main interests span Constitutional, European and Media law. Elda has worked as a Parliamentary Assistant at the European and Italian Parliaments, and as research fellow at the Universities of Florence (Media Integration and Communication Centre) and Perugia. She has participated in many European and Italian research projects covering her main topics of interest. For instance, at the University of Florence, she was the coordinator of the project "Support to the reform of Serbian Media Legislation towards EU standards and strengthening of legal and technical skills of media professionals” (CARDS) and recently she has been working in the Mediadem project at the Law Department of the EUI.
She holds a degree in Law (University of Florence), a Ph.D. in Public Law and Constitutional Law (University La Sapienza, Rome) and is an Italian qualified lawyer. In 2014-2015 she has been a member of the Committee of experts on protection of journalism and safety of journalists at the Council of Europe, Strasbourg. From 2016 to 2017 she has been a member of the Committee of experts on media pluralism and transparency of media ownership (MSI-MED) at the Council of Europe. She is a member of the Committee MSI-REF of Experts on Media Environment and Reform at the Council of Europe https://rm.coe.int/msi-ref-bil-list-members-final/16809cbd21 and rapporteur for a draft recommendation by the Committee of Ministers to member States on election communication and media coverage of electoral campaigns.
Member of the executive board of the European Digital Media Observatory (EDMO) and, within the project, coordinator of research and analysis on policies against disinformation.

2013- Scientific coordinator (and researcher) of the EU Media Pluralism Monitor pilot-test project http://monitor.cmpf.eui.eu/. The project developed a monitoring tool for assessing risks for media pluralism in the EU Member States and identifying threats to such pluralism based on a set of indicators, covering pertinent legal, economic and socio-cultural considerations. In 2013-2015 the tool was overall implemented in EU-28 countries. In 2016 it will be implemented in EU28 again and in 2 non-EU countries;
